Civics 101 Refresher
The Executive Branch decides which programs are open/close during shutdown.
Federal Budget Process
- Executive Branch theorizes on what money is spent where and submits budget to House of Representatives.

House then have a good look, makes changes and sends it to the Senate
who makes their own changes and send it back to the House.
- House and Senate negotiate and come to a budget that most can agree on.
- Budget is voted on in House then Senate.

Budget is submitted to the Executive Branch where it is supposed to be
signed as final.
- If not signed, budget is negotiated again between Executive Branch and House and resubmitted to House to restart process.
